The new construction of senior housing on land that is part of the Jeffry Wilson HOPE VI redevelopment and adjacent to the Westbury Hope VI redevelopment. It will be the first public housing in Portsmouth that is designed especially for seniors. The land is owned by Portsmouth Redevelopment and Housing Authority ("PRHA") and they entered into a ground lease with Phoebus Square L.P. for 50 years.

The development will consists of 122 one-bedroom units in a four story elevator building for senior households whose income does not exceed 60% of area median income. The units will have Department of Housing and Urban Development Project Based Section 8 Housing Choice Vouchers for seniors earning 60% of or below area median income. The property will include amenities such as a library, craft room, computer workstations, fitness room and community room. Both, Westbury and Jeffrey Wilson HOPE VI redevelopments have improved the surroundings and spurred local investment.
